I didn't say just anybody could do it. I do think a decent number of teams have a player that could do it though.
You're just arguing about nothing right now. Either you think the PR/KR's are the best the team has to offer, or you don't. If you don't, then you're acknowledging that they're allowing less talented players into that position. And that's what I've been saying since the beginning. That a lot of the time there's a less talented player in that position.
I brought up DJAX because he's a recent public example (a week ago), of a more talented player being on roster, but not in the role. Coaches recognized that and let him take it over when he wanted it.
You’re arguing that anyone can take over PR/KR duties by simply “asking”. First you said no one would put someone else in another players place who’s elite. You’ve now pivoted off that and is now saying that “I’m” saying that PR/KR is the best they have to offer.

Unless you had a roster limit. Then you'd be foolish to pick him. Just current era players I'd rather have Patrick Peterson as my DB/ return man, than Hester as my WR/Return man (1 of probably many examples)

Look up Patrick Peterson's returns before he became an all-pro, then get back to me on which player you would rather have on your team. Peterson as a DB/returner or Hester as a WR/returner.

That's a complicated comparison though. DB and WR are two very different positions. It all depends on your team composition. Me personally, I'll have Hester on my team as a pure returner. As I argued before, the TDs are good, but Hester by himself can consistently give you superior starting position. That makes a big difference. Some games when he was the return man for CHI, the Bears were basically knocking on FG range at the start of every possession.

Even when he wasn't scoring he was setting up great field position as others have already said. He changed opponents kicking and punting strategies. Sometimes he changed how opposing coaches handled 4th down

If you're drafting a team and pick prime Hester over prime Patrick Peterson to put on your squad something is wrong with you.
