I disagree.
Since this looks like a DV incident, and she is the victim and a tax-paying citizen, she should have cooperated.
The only logical reason for her not too is if she planned some kind of street justice, which I don't believe is the case.
Another possibility is that Meg herself believes, or knows, she isn't as innocent in this as she's portrayed.
Or maybe she even feared some kind of retaliation for cooperating.
Outside of that, I can't think of why a person would not cooperate.
In my experience, the lack of victim cooperation hinders the victim from getting justice.
I've even encountered situations where the victim refuses to leave her attacker after authorities have been made aware.
Perhaps this makes me bias, but part of solving the problem is a person doing what they need to for the solution.
