I already made mention that the frequency of of the infected in the game is largely a gameplay element. That’s not my own assessment. Druckmann, the creator, has been quoted saying as such. Him running point on this TV adaptation and taking things in this direction is proof of his actions backing his past words.
That's the general aspect for apocalyptic themes that can be applied to all of the movies/shows

The infected isn’t what makes The Last of Us different. Every zombie, infection, outbreak story takes place in a post-apocalyptic world.
What makes The Last of Us different is the character arcs/analysis and story quality. It’s an amazing story with a gut wrenching ending that earns its conclusion. You could technically reach that conclusion without having seen even a single infected person. But you absolutely cannot reach that conclusion while removing any of the major beats that show has given us thus far.
Druckmann & company trimmed the fat for a tv show and although I don’t really view the cries for more infected as “complaining” I do view it as people wanting the story of TLOU to be more of an action or horror tale than it truly is. The action and horror was present in the manner it was because it was introduced in a medium that required player engagement.
Ie. The difference between identifying the world that was built and the story that is being told within that world. The infected are the world not the story.
This is being lauded as a truly successful video game adaptation because they were finally able to identify, unlike others in the past, what is important in bringing VG’s across platforms and what can be left back on the console.
