Bucky isn't underpowered the new serum is actually stronger and more efficient than Caps.
I don't think it's stronger. Just bout the same.
And the efficient part had more to do with how the serum was taken. The current formula they could just inject it like a shot. Where as Cap needed some sorta hyperbaric chamber for the serum to take hold.
Yeah the scientist said that his version doesn't require the massive machine and doesn't add the muscles that Cap's version did. That's why Karlie still looks like a regular skinny 22 year old

Great point. Ironically this very point was brought up in a comic about basically a black Superman type character by the name of Icon. He all the powers of Superman but chose to sit back and chill. Till he was basically called a coon and he thought about it.
He was brilliant in Altered Carbon imo ... don’t know him from much else to be honest though
