lol No, clandestine activities are pretty much the opposite of a declaration of war.

Pretty much the only purpose of the CIA plotline was to tell us that America and others were basically trying to goad Wakanda into doing something crazy so they could unite everyone against Wakanda and get the vibranium. You dudes are basically suggesting that the Queen should have made it easy for them. Wakanda is powerful. It's not strong enough to take on the whole world.
