To a lesser extent than White people, and arguably other people, yes. They can't exhibit that racism through a privatized prison system, but there are other ways to exhibit racism. It has to be that way, too. If we reject the view that Black folks can be racist then it would make no sense for there to be instances where Black folks are racist towards one another. However, we see that kind of stuff all the time.

Can we be bigots and prejudice, hell yes.

Are you telling me no Black person has ever had any kind of power at any point in time? There is a difference between institutional power and other forms of power. Foucault's work looked extensively at the power of discourse. Simply talking and writing creates narratives and perpetuates stereotypes which can harm minority groups. There is power in art and other media. Then there is outright physical power. There is economic power. We are finally seeing a long overdue respect from Hollywood for the buying power of Black America. At a micro, individual level, Black folks, Native Folks, Hispanics, and everyone else can exhibit racism and do things which bolster the larger, broader system of racial oppression
 
Racism is the ability to oppress a people based on their race, or perceived race. There's nothing casual about it. In this country only Whites hold that power. As @Like_Water said, we can be prejudiced all day long, but we don't have the ability to be racist.

Only Whites? What about the common criticism of racist Asian business owners in Black neighbourhoods?

If your only criticism of an idea is where the idea came from then your criticism is ass.

Black people racism- name calling “shut up you cracka/spic” etc

White people racism- I don’t like you because you’re black, now let me create laws, and pass bills designed to oppress black people.

When in American history has this so called black racism led to laws being passed to oppress white people and other groups? Black people can hate whites all they want but collectively we don’t have the power to do anything about said hate besides name calling.
