They are close but not 100

So if u test 100% of newborns u bound to get a false result.

I know a few guys who have zero legal rights to their kid b/c they werent there to sign

what then do they do if the guy goes on the run or doesn't consent to be swabbed?

Mandatory no. It should be easy tho and not exspensive. Hospital my daughter was born in didnt do paternity tests tho had to get through child support. Test in my case was a waste of time and i had to apologize.
