As an FBA you can't speak for all immigrants, we can only assume what they would/wouldn't want.
It's commendable you have a high opinion of people, but where there's a loophole there's a will, where there's a will there's a way.
It's happened before and happens now with inheritances, copywrites, property disputes, and etc.
Highly likely non-FBAs, non-blacks, and anyone else that wants a piece of the pie would do so if they could get away with it.
