Wonder how they would do that. Wasnt the weapon x program meant to replicate what they did with captain america?

Yeah, I don't think it's a bad idea. A lot of non comic fans know Wolverine as an Xmen. They don't realized at any given time dude was in like 4 or 5 different series. He's basically been a member of every team in Marvel at one point or another. So, it makes sense to have him introduced as a standalone character in the MCU.

Yeah they've been sowing the seeds for this bit by bit in projects like Falcon & The Winter Soldier, The Eternals, and She-Hulk with more to come Cap4 and Thunderbolts

and it will give them a chance to do something fresh with Wolverine like have him cross paths with Avengers
 
It seems like that Wolverine tease in She-Hulk was just Feige throwing out the idea that the X-Men are on his mind. Like that one end credit scene where they had those sneakers that had different X-Men colorways. Cause far as we know they havent discovered Adamantium just yet

That might be going a bit far, but on the real, along with Wolverine and Storm, he's one of the few X-men whose character doesn't just boil down to "I'm a mutant and have had it rough as a result." You can make stories for Gambit that work and have nothing to do with the fact that he's a mutant. You can't really do that with most of X-men characters because they have no personality or qualities that don't somehow trace back to what they are.
