Considering how hip hop history has played out since - the answer for me is YES (few rappers after ALL these years has matched what he's done)

but BIG had everything that makes a rapper and MC great.His voice alone is very commanding and sonically sounds almost haunting with a hint of his Jamaican background, He has delivery for days and styles ppl are still trying to copy and figure out.
