Cleveland has always been a welcoming place for people fleeing the south for various reasons including catastrophic storms, refugees, and slavery. I'm just saying if you live in the south and you feel like you have nowhere to go you can come to Cleveland and the city will take you in.

Never had to but it shouldn't be all that hard to pack up a few things and drive out of the city to another until things pass.
