Whether he was resisting arrest or not is 100% irrelevant. Let's say he was, for shits and giggles. Actually, let's really make the point and say that the nigga snuffed the cop, spit in his face, then tried to grab his gun. Let's say all that happened and is on a crystal clear video.
NONE OF THAT MATTERS ONCE YOU HAVE THE NIGGA HANDCUFFED ON THE GROUND.
At that point, restraint to that extent is about your safety, it's about vengeance and bloodlust.
