I nominated Anytime, Anyplace for this tourney but One In A Million is my favorite Aaliyah song so this is going to be hard. That being said I don't think either of the two is overrated, though I do think Aaliyah dying so young did garner her more notoriety much like Selena who outside the Latin music community, not many knew of her until her death.
As far as Janet I can't fathom how she could ever be considered overrated. She is like the mother of female performers. I can't think of many female performers that were dancing choreography and singing like that before Janet. Aaliyah is a product of Janet in my opinion, as well as Beyonce, Ciara, and Mya. You might not rock with her songs like that but I bet the people yall choosing over her did.

That half (ballad half) of the bracket is stacked. The other half (uptempo) is pretty weak in comparison.
Janet definitely was motivation for a lot of those women, but Janet was groomed from birth for the industry...

there was no discovery with janet....she was coached and trained and was married to her songwriters....
she had the best of everything at her disposal.....you put any female in that situation they're going to be at the very least....as good as janet......
i hate that i have to knock her for it, but i never saw anything about janet that made her stand out to me......all i saw was her gooing through the motions...
aaliyah on the other hand.... she had the look and the sound, and she had the vibe, i feel like she defined the 90's
