I don't think so. I think them budget cuts coincided with the hush money. Bray Wyatt was like the top merch mover at the time and got released. Nick Khan went down a list of names and contract numbers, sent it to People Power and made it do what it do.

Jeff Hardy wasn't under contract. Jeff got released Dec 9, 2021 (or atleast when it was reported) That video of him with that kid saying he was going to AEW dropped on Feb 23, 2022. Jeff Hardy didn't debut for AEW until March 9, 2022. Exactly 90 days after his release.
Why do I know this? Because I think someone asked him about it at one of those post show scrums and almost got booed out by the other reporters.
