I think that's true to a degree, but I think it's more that fans don't really understand how hard transitioning between weights are. Losing or gaining 10 lbs doesn't sound like too much to most people, so when you have like 4 or 5 p4p leaders within like 20 lbs of each other, it's kinda natural that people would try and come up with ways to see them fight. Even if you know 20-30 fighters, at the end of the day, people will always want to see the best fight the best.
