That's because it's a very common mistake during the hiring process. Tho its known, thst one high-achiever can demotivated other basic employees because they feel like they cant keep up. Need both kinds in the workplace, high achievers and people who go to work to socialize.

People who truly know what they're doing are definitely considered threats.
So, most higher-ups aren't going to promote anyone who they consider a future threat to their job.
They're just gonna promote the type that they can control and keep under their thumb.
