I have mixed feelings about that... The dude said he doesn't have the means to pay; not necessarily that he doesn't have the money, but that he lacks the MEANS to pay it.
Like @Faha alluded to, there are a lot of countries, mostly in Africa, where Paypal/Cashapp/Venmo don't allow you to open an account. South Africa is one of the only countries on the continent where you can open a Paypal account--and even then they make it VERY difficult to do so.
So I ain't mad at some cats who just don't have any way to pay money internationally online, even if they want to. And this partocular dude was not disrespectful or annoying with it.
