Fuck she mean there isn't enough time to evacuate. When it hit Cuba and went from tropical storm to category 3 why didn't they begin preparing. At the very least a category 3 in that region is around 4-8 inches of rainfall where it touches down. Those are flash flood numbers, coupled with a category 3.
Any sane response would have you planning post storm evacuations in case of infrastructure damage/power outages on top of mandatory evacuation.
