If that's the case he could've saved himself the trouble & coming bloodshed and just cozy up with the new targs rather than fighting them. He could've been had generations of targs married to generations of hightowers. Shit, he got Alicent married to the king, so he was well on his way.
But your comment did make me think of something else though. Rather than prolonging the Hightower name, he might want to shorten the targ name. I mean, the targs are relatively new to westeros and took it by force. He could want to get rid of them.
