Nah b. If it's a billion light years away then it takes a billion years for that light to rech us. We're literally looking into the past when we see an event like that. The closest star to us is Proxima Centauri, a little over 4 light years away from us. If it were to go supernova today, we wouldn't see it with our naked eyes for 4 years. That's how it works.

Time is a constant in this universe. It requires no energy, there is no cycle, it simply exists.
Time Is.
Once you can wrap you head around that simple concept, an understanding of the rest of the universe begins to open up to you.

It exists because they told you it exists and assigned values to it
The earth formed then matter and energy constantly moved until we got to what we call the present
On the outside looking in, no time has really passed just motion has been in effect and never stopped and can’t stop
But if you want to say time is real then are you saying time started when the universe was created?
How much time has passed since the dinosaurs were here if nobody ever invented days or years?

well we count it in years/decades/centuries etc. obviously. but its still a measurable thing based on our planets rotations around our sun.
If we werent here it and never gave definition to time.. the rules would still apply. The world would still take the same amount of "time" to revolve around the sun. You can call it whatever you like but it would still apply
Your scenario doesn't make sense, at least the way I'm interpreting it.
