Nah b. If it's a billion light years away then it takes a billion years for that light to rech us. We're literally looking into the past when we see an event like that. The closest star to us is Proxima Centauri, a little over 4 light years away from us. If it were to go supernova today, we wouldn't see it with our naked eyes for 4 years. That's how it works.
How we measure time is man-made. Time exists with or without us.

well we count it in years/decades/centuries etc. obviously. but its still a measurable thing based on our planets rotations around our sun.
If we werent here it and never gave definition to time.. the rules would still apply. The world would still take the same amount of "time" to revolve around the sun. You can call it whatever you like but it would still apply
