They changed the rule where once you trade a non guaranteed contract after the regular season it becomes guaranteed. So the heat would have had to move him at the deadline for his non guaranteed deal to be of value to anyone.

Lowry was never an option and masai gonna hold dragic for ransom cause he's ultimately worth more as a combo guard off the bench, and an expiring deal (cap flexibility is king) than dwight powell and some extra salary.
