The only problem with that is that if you don't have an HOA in place, there is nothing that pushes neighbors maintain any kind of quality or decorum with their property. That means if they want to have shit thrown all around on their front yard, they can. You might not care about seeing things like that when you come home, however, if you ever want to sell that house, it could be a problem. Ultimately, HOA's exist to protect the property values in the community. You don't really want to be in a neighborhood where your property value drops like 50K because some of your neighbors do a bunch of dumb shit with their property.
Actually in my area, you can report that kinda thing to the county, and they will fine them. If they have I think 4 or 5 cars in their driveway or in front of their house...the county can fine them for that or tow them.
It all depends on the area you live in and what they got in place
