Bill Clinton caused it when he signed the TelCom act of 1996. The fallout was Clear Channel, Ennis, and other companies snatching up as many indie radio stations as they could and forcing national and regional playlists. This means whatever someone at CC decided was "hot" (or paid to say it was hot) was going to be all that was allowed to be played on their stations.
 
Other regions simply just got better at rapping and making music and being more creative. The 2000s class of NY rappers couldn’t hold their own and continue to carry the baton on a mainstream level. And it’s been downhill since. NY best active rappers are still Nas, Jay, Kiss and Wu-Tang. That’s fuckin wild.
 
Was or is local radio supporting local artists with radio play a national thing or just a few markets thing (NYC, LA, ATL, etc)?

I'm asking because the local radio people here in DC IMO never supported the local rappers. I could be wrong but even Wale didn't get a big radio push here. If Wale put out some shit if it's not a national hit the local stations ain't really going to push it. Shy Glizzy falls into that as well

I can’t remember who I was talking to but it was the same for Little Brother in North Carolina. They didn’t play them at all when the Minstrel Show came out, maybe Loving It.

Because the stations weren't getting paid to play their shit. If their labels had thrown some money behind them to get indie promoters to push their singles in those markets, then they would have been played.

The Telcom Act is the whole reason why you heard the same few songs no matter where you went in the country. The only variations would be if a label put money into getting a song on a regional playlist as opposed to a nationwide playlist (i.e. "Lean Like a Cholo" got hella spins in the southwest but no so much in the midwest or north east).
