I doubt Goku will be powering down again so I assume he'll tap into UI again after Vegeta eventually gets beaten.

There really isn't much need for explanation there though. Whis told Vegeta a long time ago that his power was being hindered by mental blocks or limits of some kind. When Vegeta reached this new form, they said several times that he broke through his limits. I guess you could call the new power SSB2 or may it's just the true form of SSB. The anime and manga are different, but we do know that in the manga, SSB as we originally knew it was incomplete and had to be perfected.
