Man U handled this like most things of late.. Ineptly. Could have got £25-35m for him but will most likely leave for nothing a year later. Only way this works economically was if he was at least being played and contributing to United's performances but he hasn't)

Lingard went on loan the second half of last season and suddenly realised he does have "value" and can add to teams in the Premier league. The only footballing reasons NOT to have sold Lingard to West ham IMHO would have been :

a) United considered West Ham a genuine rival for top 4 credentials and didn't want to cut their noses there

b) Lingard was gonna get sufficient game time this season

c) they were only willing to let him go if they found a replacement

At the end of the day, West Ham are performing and arguably would be doing better with Lingard in the team. Finding a replacement for what was effectively a benchwarmer at the time is a bit bizarre as there's mata, VdB and Martial that could do a similar role all not seeing any notable action so doubt Lingard would have left united that vulnerable

I think Lingard realises if he can start playing regularly from Jan 2022 then he will have plenty of time to force his way into the England squad for WC2022 hence the insistence to go out on loan in Jan even though his contract expires in June.

West Ham or Spurs would be really good options for him but United probably wouldn't sanction it as hits too close for 4th, so perhaps Villa or Everton assuming Lingard continues in the Premier League
