You're assuming that every 1/4 of his discography has the same value. For all we know the stuff he sold is worth less. Assuming it's all valued the same, the total value of his music is $30.666M. However, that's a big assumption. Maybe the stuff he is holding will see a spike in value or a drop. We don't know.

If the company was willing to pay $23 million then they obviously see a way to make more than $23 million with it. You don't buy something for that much money unless you figure you can make a few million more than what you paid.

Assuming he takes the money and doesn't do anything with it except stick it in a bank acct, the feds and the state of Georgia are gonna take him for about $10M off the top, leaving him with ~$13M left that will never get taxed ever again.
He should be able to take care of his kids and live comfortable as fuck until he dies of old age off of that.
That's also assuming he never makes another record ever and never collects a single dime from the remaining 1/4 of his catalog.
