Gotta disagree with you here. He's been speaking out. He had had to make quite a few of these statements basically telling the country that Trump was wrong. I think the only reason Trump hasn't fired him is because a large portion of the country would react badly to that. They have basically barred him from speaking on behalf of the administration though. There isn't much he can do. He can leave, but then that would mean he loses any chance at influencing people in power to do the right thing. The same thing goes with Birx. She straight up said she was ready to quit. The only reason she's staying is because if she goes then the group she works with will go completely off the deep end.
