I get what you saying. The problem with that line of thought is that the cops aren't really one singular force. The cops gassing people in DC isn't the same group dancing in Omaha. I don't know if anything comes from the dancing. It might just be goofy shit. However, there is the possibility that it could ease relations in that community and lead to some policy change. You can't really dismiss the efforts to reach out by cops in one community because a completely different set of cops is wildin' out.
I'm not saying the dancing will become anything, but if it's stupid, it's stupid because it doesn't lead to anything not because of what's going on in completely different locations.

It isn't really the same though. At the end of the day, all military agencies answer to the pentagon. The justice department has some leverage over the police forces across the country, but they don't really make the decisions that would change the culture in those police forces. So even if the cops are the enemy every where, it's not going to take the same thing to beat them in all cases. If we're talking about the LAPD, NYPD, Baltimore PD, Philadelphia PD, and other groups that have legacies of abuse, changing them will be hard. If you're talking about a small agency in a small town that hasn't really had as much of a historical problem, it probably only takes some discussion between the community and a reasonable police chief and/or mayor.
