The real powers-that-be probably decided enough is enough.
Basically, they felt like his presidency is putting the stability of the country at risk.......so they had to take steps to "neutralize" him.

This is a great opportunity for Biden to get out there, mask and all, and act/look like he's the president already. It's like he's got free reign for next couple weeks better make the most of it.
