Little known fact;
When President Wilson suffered that stroke he was incapacitated. He was walking around in his bathrobe and talking to himself. He was totally incapable of running the country.
At the time, there was nothing in the constitution, and no protocol, about what to do if the president was still alive but unable to perform his duty as president. So by law, the President's wife ran the country until the end of his term. If you look at all of the documents signed toward the end of his term they were all signed by his wife.
The 25th Amendment to the Constitution established the Vice President as President if the President is unable to serve.
