If anything setting plans up way out in advance is a toss up cause shit happens.

Gunther was set to face Rey, who knows how long that was planned but also Rey is injury prone.

A better example is they planned Cody / Punk and Roman / Seth for Mania 42 as far back as last year. Seth getting hurt along the way fucked all that up.

They dont seem to have contingency plans set in the event that their primary plans get messy.

That's part of the problem they don't have back up plans and this year's WrestleMania card is mid at best. Injuries really got this card fucked up.
