I didn't truly upscale it because it would take way too long and I don't think that video's worth it, but I did make it crispy clean and 60fps smooth. The result are still amazing. Any content with clothes on just doesn't do it for me; once they start getting naked, they have to stay on that level or I'm not interested.

topaz video enhance ai ($300) and video2x/cupscale (free) are the best. upscaling videos takes a lot of processing power. unless you have a $1000 video card it could take hours to upscale even short videos.
