They could actually play off the Netflix Luke Cage series perfect: When we meet him in the MCU, he’s already the Mayor or he’s the new Mayor. And they give us those references to the Netflix show when he was Harlem’s protector and then became the owner of the nightclub. Kinda would make sense that his trajectory took him to office

They need a way to get Punisher's name into the MCU. No Way Home gave us Daredevil, Hawkeye gave us Kingpin, it only seems fitting that Moon Knight brings Punisher to the table at a minimum with a nod to someone else as well.

Konshu was the one to break his mind in the books in the first place but they retconned that. He's a dickhead so I wouldn't be surprised if they wrote him doing that to the little brother.
Jake on the other hand has been there from day one and unlike Marc and Steven doesn't seem to need asking permission. He only comes in on the most violent and angry of circumstances. He's the one who asked that chick out for stake and is probably a manifestation of Marcs rage that he suppresses. That other locked sarcophagus was shaking violently for a reason.

I think Marvel is shook on using Punisher they actually changed his logo a bit because gun toting magas started co opting his symbol. I wouldn't expect him for now and if he does get used you better believe they'll Disney+ Kingpin the shit out of him lol.
