They said half the people in the Gaza Strip are under 18, so most of the people getting killed are going to be kids, and Israel knows that.
They are also claiming that the Palestinians are at fault for what Hamas does because the Palestinians voted for Hamas. Hamas was put in power in 2006, so again, the majority of the Gazan population isn't even old enough to have voted for Hamas.
