Could have any number of health issues that doesn't allow her hair to grow or the mom could simply not wanna do it and the wig was a better option

There's nothing adult about how that child looks. She is still clearly a child and while I can see why someone may say the wig is too much in relation to what it may do to her hair, or even her self image if she has issues with her natural hair, to say it makes her look older is weird.
