It's kinda like sampling. The beginning of Jay's Give It To Me for example starts off in a catchy hook type of way. That's usually the functionality when Jay "bites". They're mostly the more dynamic non lyrical lines in a song (when the Remy's in the system, he is I and I am him, etc). Technically it's not breaking the "no biting allowed" rule cuz he's using them to add that space to the song rather than pass the lines off as rhymes he wrote himself. But refer to Rae's Shark Niggas skit for my hot take on biting in general.
