I mean, if the argument is that no card has ever been bigger than this, then it can be debated to an extent because of the name attached to it. Summer Madness 2 immediately comes to mind as the biggest card ever, though; Mook, Iron, Lux, Rex, Verb, Serius and Clips on one card is immense.

The best card to never have happened likely would have been the one that would have featured Verb vs Lux and Mook vs Surf around 2014-2015 (confirmed by Verb and Hollow).
