25 is fair but also excessive and at the same time not enough.
I dont think the act itself deserved 25 games. But after the first incident, he met with Silver and probably told him it wont happen again. Silver did a media tour saying he talked with Ja and Ja reassured him that hes gonna do what he needs to to make sure this dont happen.
Then Ja goes and does it like 2 months later.
If im Silver im heated and giving him 50 games for making me look foolish.
So Silver did good with 25.
