It's not about the hair. The word "afro", as a prefix, represents black people.

It's better to use when compared to something like African-American, which is really phrasing that represents immigrants. And it allows white skin, non-indigenous, Africans to also be categorized as African-Americans.

Also, the word Afri has been used to refer to Africa since ancient times. I want to say it's the feminine version of Afro, but that part I'm not remembering too well.
