What if the daughter is trying to express herself as an individual and this is her first attempt at that? Not wearing the skirt may kill here confidence and self expression elsewhere. Mother would understand this, father might not.

And why is it on the daughter if men are pervs?
It’s not on the daughter but she needs to understand how the world works.
Will she wear panties or shorts under it?

These things also matter.

You can’t stop a perv from perving, but we can keep her off perv websites or whatever they do.

Her confidence can still be strong and this is where the love of a parent(s) come in.

The whole beauty doesn’t mean less and confidence comes from within yadda yadda
 
I do agree that the father’s word prevails. My word has prevailed in a couple of related discussions. I just had to explain why it did.

I let my daughter know that it’s to protect her and laid out a scenario of a 24 year old aggressive man trying to talk to her when she’s out and I’m not around. Asked her how she would respond. That kind of put it in perspective for her.

You try to make them understand, but at the end of the day, my word prevails above all. That’s leadership.

I had this same issue.
in my case, when it came to my kids …I was a straight up dictator. Man, God had to speak thru my wife to get me to change my mind on things..lol
 
Men know that other men are perverts.
We don’t want some perv trying to look or film up her skirt. He doesn’t have to touch her but the idea of sexualizing or getting a panty peek is always there no matter the age.

This is true but given the experiences women have been very vocal about men sexualizimg them from an early age you could also say a mother would know better how to deal with that and prepare her daughter for it. That doesn't mean she should wear a short skirt that's inappropriate but I'd definitely most likely allow her mother to explain the apprehension

That's weak logic. If anything, both sides are keenly aware of how to navigate the situation with knowledge born from possibly having experienced it or having a relatively deeper understanding of the motivations behind it.

In this particular situation, it'd be best for both parents (if possible) to sit down their daughter and explain to her why it's happening, how it can affect her mentally, and how to be safe should she ever find herself in that position using the combined knowledge that both parents. Deferring to your wife just because she's a woman is nonsense. Like if this were like something that only involved women and only women would get, I'd understand, but this involves men as well.

Mind you there's nothing wrong with your pov of saying both parents should be involved in the explanation but there's also nothing wrong with your wife leading the discussion on the matter based on her own life experiences. The same way if it's a father and son with a situation based around an experience specific to men then the father should take the lead in that.

No, the idea that a woman would just "know better" is weak. It's overly deferential based mostly on sex given this is a scenario where both sexes are likely to have equally beneficial advice, just born from opposite angles of the same event.

I'm not interested in the gender war shit y'all beef about. I never said or insinuated it was wrong for anyone's wife to speak on the situation. I pushed back on the idea that there exists a "better" option based on the sex of the parent in this particular situation.

If it's a situation that involves the mind of a woman, the mother could easily be just as appropriate a courier of whatever message that is needing to be delivered.
 
Wasn't so much about the actual skirt but more so a hypothetical about who would have final say if there was a disagreement between mother and father.

But to answer your question, the first one probably not, the other two are borderline. My daughter is 14 for context.
