Yes, he’s being petty. His intentions were to buy a ring with her from the jump. Now he’s feeling some kind of way about her not taking his last name.

A proposal can’t legitimately be given or accepted without the terms being laid out. They should have at the very least tossed around the hypothetical details before all this.
