So if we're starting from there, and Kang was caught off by something in time.

Wouldn't it more likely be what Thanos did?

Well, how would Kang be caught off guard by Thanos when Ravonna told Loki that the TVA didn't stop the "time heist" because it was supposed to happen? That would mean that the Infinity Saga was part of the sacred timeline.

Where in time Loki takes place isn't a good question when you think about it. The show bounces around different timelines and the few recurring settings like the TVA or the end of time are outside the normal timeline.
