The first draft was 20 years ago. It was needed with the failed invasion angle and absorbing wrestlers from the old WCW and ECW. With AEW around and them not caring to separate wrestlers on both raw and smackdown, there’s no need for separate rosters anymore, especially with the “budget cuts” you’re referring to
