But, what is the baseline for a quality rapper. Cadence? Bar structure? Enunciation of syllables? Material? Ability to craft songs? Substance in said material?

Jeezy and 50 Cent have been mentioned seriously. Do you think Juvenile is much better than them?
To be clear, I like Juvenile. He's not a bad rapper. I just tend to think that the vast majority of rappers with classic albums are good rappers, so I don't think it's an insult to Juvie to mention him in the bottom of a group of good artists.

That's a big question. It really deserves it's own topic.
If we were going to be analytical about it, we should really come up with a list of qualities that rappers have, score those qualities, and assign titles (wack, good, great, etc...) based on the scores.
