Between Hov and Wayne, I'd say Wayne tho. Tats, dreads, lean, etc. I think the only rapper with dreads before Wayne was Mr Cheeks lol now about 50% of all black males has dreads.
Same with the dreads, I'm not saying wayne was the first to do it, but the kids and young rappers talkin about "double.cup" are emulating Wayne, not Pimp C.
