X was hot as fuck but Jay had the crown and "filled the void" of Biggie as number 1. That Annie song was commercial as hell and bigger than any Dmx singles. Id say X was number 2 at the time. I think Jay-Z's consistency, record label, story and putting out a successful album every year from 96-03 is what put him at the top even if he did not always have the highest selling album of the year or a #1 hit without a feature...also following trends, beyonce, clothing line etc. helped him. Jay-Z might be a snake but he's smart...Jay-Z didnt smoke weed either while other rappers stayed high
