9 because increase the 10's by 1 and reduce the 1's by 1: start with 16 and you get 25
25 becomes 34
34 becomes 43

43 because it’s the only number with the larger digit in the tens place.
 
My first thought was 43 because it's the only number that's not the square of another number. Somebody already said that though, so I'll say 43 because it's the only prime number.
 
This is one of those questions that is supposed to invoke conversation and thinking because there’s no wrong answer

Well actually the literal question asked was which 1 doesn’t belong, not which number doesn’t belong, and the only 1 is the 1 in 16
