I can explain #4; $20 billion to the USPS.

30-40 years ago a mailman could work for 20 years and retire with a pension. The money for his pension came from people buying stamps and mailing letters.

Fast forward to 1990 and people started faxing things, and by 2000 people were emailing, which is free. So between faxes and emails, technology put the post office out of business. Alot of things that were traditionally sent in the mail are now being done online. So people aren't buying stamps like they used to.

But you have a retired mailman that retired in 1995. He's still supposed to be getting his pension, but the USPS isn't making any money. In fact they're losing money. They cost of running an efficient postal service is greater than the amount of money people spend on stamps. I guess they didn't expect that to happen. So they have to pay all of the retired mailmen's pensions but they can't achieve equilibrium via selling stamps.

So the government has to bail out the post office. Not only for retired mailmen's pensions, but for active postmen and women and their pensions when they retire.
