Could it be that Iran has no one in Israel that can do targeted assassinations, could it be that Iran doesn't have any air force to speak of, could it be that launching land-based missiles from that far away is difficult to gain pinpoint accuracy? Could it be that Iran is using the means at its disposal (even if not -- not quite yet -- everything at its disposal)?

I thought the issue was whether Iran would aim to do damage, as opposed to actually inflicting damage (although it has).

Israel knew damn well that it doesn't have the means to destroy Iran's Fordow uranium enrichment site, which is under a mountain.
